The Church Council shall consist of five (5) members at large plus the Congregational officers, the chair of the Elders, the chair of the Board of Property and Finance, and the chair of the Board of Education.  The Congregational Chair shall be the Chair of the Church Council.  The Congregational Secretary shall serve as recording secretary.  The Senior Pastor, Business Manager, and Principal shall be advisory and non-voting members of the Church Council.


It shall be the duty of the Church Council to establish policies, to coordinate the programs and activities of the various ministries of the congregation, and be responsible for all matters pertaining to the general welfare of the congregation.The Church Council shall have the responsibility and authority to decide on all matters not specifically reserved for Voters’ Assembly decision.


The Church Council shall meet at least six (6) times per year at a time and place determined by the Congregational Chair.  The Senior Pastor or Congregational Chair may call special meetings of the Church Council by informing members of the time and place of such meetings at least twenty-four (24) hours in advance.

Quorum and Decisions

A majority of members of the Church Council shall constitute a quorum.  Decisions of the Council will be made by a simple majority of those members voting.  The presiding Chair shall vote only in case of a tie.

Task Forces and Committees

The Congregational Chair, in consultation with the Senior Pastor, has the responsibility of recommending the establishment of, or the dissolution of, committees, including call committees for Church and School, and task forces to the Church Council for their approval.  They also have the

responsibility of recommending the Chairperson and others who shall serve on task forces or committees.  Any task force or committee recommendations shall be referred to the Church Council for decision.  

The Financial Secretary shall record contributions, memorials, and other income.  He or she shall recruit and organize weekly counting teams to count and deposit funds contributed to St. Peter’s Lutheran Church, Big Rapids, other than St. Peter’s Lutheran School tuition and fees.
